Dear Sir/Madam,

Letter to all Owners and Residents of St Clements Estate 

Survey regarding the southern boundary pedestrian gate

Following the letter sent by my colleague Marcus Harbut dated 6th February 2020 on behalf of Linden Homes, I am writing to thank those of you who responded. Unfortunately it's come to light that not everybody we wanted opinions from received the letter. As a result, after discussing this with Linden Homes, it's been decided that a further survey should be carried out in order to ensure that we have offered everyone an opportunity to comment.

Following numerous reports of anti-social behaviour, a decision was made to dose and lock the temporary pedestrian gate in the southern boundary wall and we instigated the policy of opening only from "dusk till dawn" for the large iron Art gates. The aim was to prevent a through route to the development, which has led to youths congregating, being disruptive and some acts of crime being committed.

It has been reported that unfortunately this gate has recently been vandalised and the padlock broken. Repairing damage to the gate is a costly exercise and is shared by everyone paying towards the estate costs. If the person who committed this damage is identified, appropriate action*will be taken against them. If you witness anyone carrying out vandalism please report this to the Police and also to us.

The small pedestrian gate was installed only as a temporary measure while the larger gates were out of action at the start of the redevelopment process. As such, it has been locked shut due to there being no planning consent to keep this in operation now that the large gates are installed and working. Since locking this gate, there have been requests from a small number of residents to re-open the small pedestrian gate again

To that end Linden Homes and FirstPort have decided to ask all residents for their views. Should the majority of residents be in favour of reopening the small pedestrian gate, Linden Homes will discuss this with the local Planning Department to see if that is acceptable.

We would therefore welcome your response to confirm your preference. Even if you have previously responded, please do so again so that we can collate all responses in one exercise.

Please bear in mind that there is no guarantee that Planning Consent would be given and that the cost of reinstating it would increase estate costs in terms of maintenance and repair in addition to requiring fob access for all residents with associated / replacement costs. At this stage we just want to understand what the majority of residents would prefer moving forward.
